The Commissioners of Andit consider, therefore, that an irregularity which should have been dealt with was allowed to grow up before Mr. Gunthorpe took charge; and they accordingly suggest as a very important point for consideration whether - if it were true as stated by Mr. Gunthorpe that this branch of the business under Mr Newman's sole control, and that the Immigration Brokers' fees had always been paid to
